Of course, I only read 1 before spouting off. Bet it was more than the rest of the people that answered. The one I read only orders making plans and authorizes no action.

I would think they could only be initiated during a time of war. Marshall law. Maybe even in the event of a nuclear attack, which seemed inevitable at one point in our history. It doesn’t seem likely that these are peacetime proclamations.
I am not aware at any time in our history when the whole country was under Marshall law at the same time.?
